A child may say numbers in order much like the words of a familiar song. That is useful knowledge, but it does not always mean they can give you exactly four spoons or recognize that the last counted word tells how many there are.
Everyday one-to-one tasks make the connection visible. Set one cup beside each plate, touch each object once while counting, or compare two small groups. Avoid speed questions. Let the child move the objects and check the result.
